From temporary environmental plan to new environmental plan

In the coming years, we will gradually incorporate the rules from zoning plans and regulations into the definitive environmental plan. The temporary environmental plan will then be phased out step by step. We refer to this as the transition from the temporary environmental plan. This transition must be completed by January 1, 2032, at the latest, after which we will have a single new environmental plan.
We are filling in the new environmental plan area by area. We are starting with the sixteen centers. In the meantime, we are also adding rules from municipal ordinances, for example, regarding tree felling. The further plans and the order in which the areas will be addressed are not yet known. We regularly post our final plans on our website and/or other media channels.
When converting zoning plan rules to environmental plan rules for major changes to sub-areas, no new developments will be permitted in principle.
New developments that do not fit within the rules of the (temporary) environmental plan can be made possible with a BOPA or with an amendment to the environmental plan. These are targeted changes for the new development, such as housing construction or business expansion. More information can be found under the headings "sweeping plans"and "H21 plans."
