Purchasing and procurement
Whether it concerns research, advice, printing, renovation of roads or buildings or catering, the municipality of Leudal calls on entrepreneurs for all kinds of services, supplies and works. If you as an entrepreneur want to do business with us, you will have to deal with the municipal rules of procurement.
The municipal rules for procurement and tendering are laid down in the procurement and tendering policy and in the procurement and tendering regulations. These rules offer small and medium-sized enterprises (SMEs) from Leudal more opportunities to compete for municipal contracts. The municipality may carry out a bibob (public administration integrity assessment) test on a candidate or subcontractor.
In single-negotiated tenders, a suitable entrepreneur from Leudal is invited and in multiple-negotiated tenders, at least one suitable entrepreneur from Leudal is invited. A large number of contracts are awarded annually in the field of works, services and supplies. These contracts are put out to tender on a single private, multiple private, public or European basis.
Procurement Policy
When awarding contracts, the municipality considers value for money very important. In addition, we strive for equal opportunities for all suppliers. Together with the municipalities of Roermond, Nederweert and Weert, the municipality of Leudal has drawn up its purchasing policy. The four municipalities have also largely aligned their purchasing regulations. These include and further detail the main guidelines on the implementation of the purchasing and procurement policy.
General purchasing conditions
In procurement and tendering processes in the field of goods and/or services, the procurement terms and conditions of the Association of Netherlands Municipalities are applied as much as possible. For IT contracts, the Municipal IT Purchasing Terms and Conditions (GIBIT) are applied. Incidentally, the aforementioned Requirements do not apply to tenders and works contracts where RAW and StaBu specifications are used. There, the ARW 2016 and UAV 2012 apply.
Acquisition
The Municipality of Leudal does not handle acquisitions.
This means that any form of acquisition or advertising, offered through all channels of the Municipality of Leudal (such as by phone, to the mailing address, delivered to the reception desk, offered through the contact form, social media or email) will not be further disseminated in the organization and no response will follow.
Excluded from this is acquisition sent by suppliers with whom the municipality has a contract and is addressed to the (for this supplier known) contact person within our organization.
