Draft request

Do you have construction or remodeling plans? You often need an environmental permit (formerly a building permit) to do so. Some structures are permit-free and for some construction work you need to go through an extensive procedure. The rules differ for each structure and situation.

Before submitting a formal application for an environmental permit, we recommend that you make a draft request first. 

The application

  • With a concept request, first of all the probability of your plan is assessed. This only requires you to work out the external appearance of the plan, but not yet the technical aspects. Holding an environmental dialogue is also desirable at this stage.
  • If it appears that your plan is promising, it will be examined whether it fits within the rules of the environmental plan or the applicable policy. If it does not, we will see if it can be deviated from.
  • Then the plan will be further assessed for feasibility. This may require you to submit additional data such as results of studies or technical data.
  • If applicable, your application will also be submitted to the physical environment committee. This committee will assess whether:
  1. your plan complies with reasonable standards of appearance and/or
  2. the landscaping is adequate;
  3. the Note on Quality is met.  
  • The draft request can also be discussed at the Environment Table. Here, the various opinions of the physical environment advisors are weighed integrally.
  • We also consider what other activities are applicable (for example, a permit for cutting, demolition or driveway).
  • In this way, your concept application is assessed in all aspects. This gives you a clear final recommendation, which shows whether your plan can be realized in this way. As a result, you know exactly where you stand.

How does it work? 

Through the environment counter you can submit a (draft) application for preliminary consultation.

At step 7, click the check mark for draft request, otherwise submit an official request. Below is an example of step 7.

How long does it take?

We aim to inform you of the feasibility or progress of your concept application within 14 weeks.

What does it cost?

To request a draft request, you pay a fee. You can find more information about this on the " omgevingswet Fees" page.

The advantage of a concept application is that the fees are lower than the fees for an application for an environmental permit. If the draft application is positively assessed, you can submit the final application for an environmental permit. The costs of the concept application are then deducted from the fees for the environmental permit. You will pay no additional fees.
