What does it cost?
To apply for a permit, you pay fees. In the fee table of the fee regulation you will find an overview of the costs.
Construction activity (technical)
An environmental permit for the activity of building costs a minimum of € 71.80 for a building plan with a maximum of € 2,500 in building costs. For a project with construction costs higher than €2,500, a calculation must be made as listed in the fee table. The maximum fees for a technical construction activity are € 22,198, - excluding any surcharges. Construction costs are determined using the Construction Cost Indicator.
Environment plan activity
If you are going to build, you usually also need a permit for the environmental plan activity. This costs a minimum of € 167.65 for a building plan with a maximum of € 2,500 in construction costs. For a project with construction costs higher than €2,500, a calculation must be made as listed in the fee table. The maximum fees for an environmental plan activity are € 51,539, excluding any surcharges. Construction costs are determined using the Construction Cost Indicator.
Out-of-plan environmental plan activity
- €836.35 or €5,517.60, depending on the plan plus:
An increase of €766.50 if no draft request has been preceded - Increase assessment reports (Article 2.49) ranging between €153.30 and €2,555 per report
- Opinions (Article 2.50) ranging between €86.85 and €1,122.95
Draft application
The fees of a concept application are settled with application for environmental permit.
Requirements are:
- same activity
- in accordance outcomes concept request and
- within 6 months of last environmental consultation
The costs are:
an intake table focusing on the desirability of the initiative € 0.00
- simple draft request without environment table € 408.80
- concept request including an environment table € 766.50
- additional treatment at the environment table € 255.50
- increase assessment reports (see Article 2.49: such as environmental soil report, archaeological soil report, noise or acoustic report e.t.c.)
- An advice from the Leudal Physical Environment Committee € 86.85

Fees: € 7,625.45 + fees for assessing reports and advice:
- Construction notification free of charge

Construction Cost Indicator Explanation
The amount of fees payable depends on the amount of construction costs. Construction costs are determined using the construction cost indicator (BKI). This includes the construction costs of the most common structures. The construction costs are based on current unit prices. Based on these unit prices, the construction costs of a project are determined. The construction costs according to the BKI are fixed unit prices for certain types of structures and form the basis for calculating the construction fees (and not the actual construction costs or an estimate thereof). The key figures are set per type of construction work and are applied in most municipalities of the Central and North Limburg region. For the levying of construction fees, the basic principle is that for similar buildings and structures, equal fees are paid. Therefore, for the calculation of construction costs, it is not important whether use is made of existing materials, construction under own management or the use of existing buildings and structures. New construction unit prices always apply. These costs are structured as follows:
- 1/3 of the cost of shell construction;
- 1/3 of the cost of finishing;
- 1/3 of the cost of installations.
In the case of rebuilding and renovation, for that part of the building to which the rebuilding/renovation relates, the division mentioned above is applied.The determination of surface area and volume is done on the basis of the Appendix A 'Instruction for determining building costs' to the Building Cost Indicator. The costs of structures that are NOT listed in the BKI are determined on the basis of comparable structures that are listed in the BKI. If no comparison is possible, the costs are determined, in accordance with the UAV 2012, on the basis of a substantiated estimate of these costs, the submission of an open budget or a quotation/contract.
The Construction Cost Indicator 2025 takes effect one day after its publication. The BKI 2025 is effective from 1-1-2025. Construction costs for applications submitted as of this date will be calculated using these unit prices. The construction costs of older applications will be calculated at the BKIs applicable to them.
