Aware of the challenges ahead, Leudal is building the future
The 2025 financial statements show a surplus of over 11 million euros. This is largely due to one-time contributions from the national government last year. As a result, the municipality will have additional financial flexibility in the coming years to prepare for the decisions it will need to make in light of the budget deficits expected starting in 2028.

Living environment
The municipality has been able to continue building a future-proof living environment. Last year, investments were made in future-proof school buildings and facilities (such as the Child Center in Ittervoort and De Zjwiek Elementary School in Roggel), in early childhood and preschool education, and 96 new housing units were completed. In addition, more practice assistants were employed at general practitioners’ offices, and support for people with dementia and their informal caregivers was expanded.
2025 was the year in which the OLS Heitse made a significant contribution to fostering a lasting sense of community and, together with residents, developed the Environmental Vision “Leudal, Naturally! 2025–2040” to chart a course for Leudal’s future while preserving its local identity.
Key themes
The municipality is focusing on three long-term priorities: a strong social foundation, a vibrant rural community, and appropriate housing. This includes, among other things, a sustained focus on community engagement and education in villages, tailored assistance and support close to home, and housing that meets the needs of first-time buyers, families, and seniors. Currently, there are 1,300 homes in the planning pipeline.
Budget deficits

From the perspective of financial resilience, we have maintained a sustainable and steady course over the past administrative term to continue building our community. However, starting in 2028, the budget shows increasing deficits. As the municipal administration, we will therefore need to continue making tough choices and seek structural funding for these budget years. By anticipating future budget deficits in a timely manner, we will be able to continue working together with residents, businesses, and organizations toward our shared ambition: a vibrant rural municipality where everyone can participate. In short, a wonderful life in Leudal!
