Environmental vision municipality

In the environmental vision, the municipality lays down its long-term ambitions and policy goals for the physical environment. The municipality adopts a single environmental vision for the entire territory. In addition, the municipality can draw up a joint or regional environment vision together with another municipality or with the province. Municipalities must have adopted their environmental visions by January 1, 2027.
In the municipality of Leudal we are developing an environmental vision: "Leudal, naturally". This vision outlines our long-term ambitions for the entire municipality towards the year 2040 and also forms the basis for the Environment Plan, the successor to the zoning plan. If possible, we would like to include ideas from residents, entrepreneurs and various cooperation partners in order to create a shared vision that is widely supported.
The Process
Our environmental vision is based on the strategic vision, the summer memorandum, the coalition agreement and a number of recent policy documents, which we have already discussed with residents, business owners and partners. We are merging this into one overarching vision.
In doing so, we follow a participatory process. This means; we value your opinion!
Among other sessions in June and July 2024, wishes and ideas were shared with us. We have heard what people like about our vision and what changes they would like to see. All comments have since been included/included in the finalization of the draft vision. We have prepared a 'participation report', in which we respond in general terms and without naming names to the reactions, ideas and proposals that have been submitted. The participation report is part of the draft Environmental Vision.

Where are we now? A visual vision of the future
We have articulated our vision in a draft Environmental Vision; an ambitious and visual document outlining the future of the municipality. The Environmental Vision of Leudal gives direction to spatial, social and economic developments and provides a framework for a livable, sustainable and healthy municipality. The environmental vision is an invitation to residents, entrepreneurs, associations and other partners to help build a Leudal in which it will still be pleasant to live, work and recreate in 2040. The vision offers answers to challenges such as energy transition and climate change. At the same time, trends and developments offer opportunities for Leudal. The ever-growing Eindhoven region supports our housing ambition, where a train station in our municipality would fit in well. The countryside provides space for, among other things, a vital agricultural sector, inviting recreational pearls and appropriate care facilities. In the realization of spatial developments it is important that the 16 unique villages and the vast outlying area of Leudal can retain their own identity and qualities.
A vision document usually contains a lot of text and is therefore not very expressive. We therefore chose to have our vision drawn out (a talking plate). The talking plate is a tool to present our environmental vision in a simple way. It is not an exact representation of our municipality and not geographically accurate, but a schematic representation of important elements such as residential areas, business parks and the outdoor area. It gives an impression of future developments in different parts of our municipality. It shows how we want to preserve image-defining elements such as mills and heritage, and how we show through construction cranes and puzzle pieces that construction, rebuilding and demolition are needed to achieve our ambitions.
With the creation of the draft Environmental Vision, we are ready for the next step.
How do we move forward?
The draft Environmental Vision was made available for public inspection. During this public inspection period, anyone who wanted to could submit an opinion if he or she did not agree with the vision. The public consultation period has now ended and it is no longer possible to respond. The submitted views will now be processed and the environmental vision will be prepared for decision-making by the City Council later this year.

The final adoption of the environmental vision by the municipal council is scheduled for 2025. This document will then guide the further development of Leudal, aiming to achieve our ambitions for 2040.
