Housing Acceleration Agenda 2024-2025
View the expanded Housing Acceleration Agenda here. This provides a broad consideration framework for new housing opportunities in all villages of Leudal. The Acceleration Agenda Housing now consists of 3 parts. The Project-based Housing section focuses on larger new construction developments at strategic locations in a village. The Transformation Plans component - previously Implementation Program Housing - applies to converting existing real estate (with public functions) to housing. The third component Private (re)construction provides opportunities for splitting homes, splitting off gardens and filling in individual lots (in residential areas).
Local housing policy offers room for 750 homes in Leudal
The college has drawn up a Housing Acceleration Agenda to enable the construction of 750 housing units. The Versnellingsagenda Wonen has been drawn up from the desire to offer suitable housing to (future) inhabitants of Leudal and to stimulate the liveability in our villages. In doing so, we support specific target groups that are having a hard time within the current housing market. Our focus is on the affordable segments. Especially with the larger project-based development locations, we can achieve acceleration and make a difference in the short term. We also keep an eye for individual housingHealth) solutions and opportunities to transform the existing stock into housing that suits changing housing needs. We work with the 'yes, provided' principle and steer on (minimum) qualitative aspects. In addition, we set a limited deadline for new initiatives to come to fruition. The college adopted this Acceleration Agenda for Housing on June 11, 2024 and named concrete criteria for the period 2024-2025 for which the new building opportunities apply, such as location and quality requirements.

Whether, and if so, in what form these homes will actually be realized is partly dependent on external factors. We can use the Acceleration Agenda for Housing to steer for sufficient policy space for new plan developments that fit the qualities of Leudal. Our commitment is 750 homes, as included in the coalition agreement. Thereby it is emphatically our desire to increase the proportion of rental housing and affordable owner-occupied housing and to offer building opportunities in all cores."
Housing initiatives
The experiences with earlier versions of the Acceleration Agenda for Housing, the developments in the housing market and the tightened national direction on public housing have led to this further development of the Leudal housing policy. The further development means, that once again more space is created for housing initiatives, which fit within the regional housing policy, our ambition and the spatial quality that Leudal is rich in. In part the intended project locations are in sight and in part new opportunities will arise in the coming years from specific circumstances and/or wishes in a relevant village. Our goal is to accelerate housing construction in the interest of the livability of all our villages, suitable and affordable housing and the housing of specific target groups.
Expanding housing policy
Robert Martens: "The developments in the housing market and the ambition of this college to offer policy space for a total of 750 homes, call for a further broadening of the local housing policy; broad, but balanced frameworks, offer the opportunity for initiators (and the municipality as landowner) to develop and realize plans in all our villages. With these latest expansions we increase the feasibility of initiatives and create opportunities for a diversity of new housing in more places in the village. We maintain attention for affordability for our residents, but also connect to realistic market values".

Targeted steering
The Housing Acceleration Agenda has been our local consideration framework for new housing plans since 2021. Over the past few years, this framework has been supplemented and expanded several times. On June 11, 2024, the college again made a number of extensions in order to boost housing construction in Leudal.
The main adjustments have to do with:
- raising the maximum price limits (middle rent and affordable purchase) in line with national definitions,
- structural addition of housing and residential lot splits and private new construction on individual lots in the core as a regular feature,
- Allow smaller dwellings of 50-65m2 in transformation plans.
In order to further accelerate the building task, we are actively stimulating/activating project-based developments. For small-scale developments, we do so reactively.
The Housing Acceleration Agenda 2024-2025 currently contains three main components on the basis of which new housing initiatives - under Requirements - are possible. Concrete implementation criteria for these components are described in Chapter 6 for the period 2024-2025.
