Transfer Permit for Civil Use
A transport permit (official authorization) is required to transport explosives for civilian use within the Netherlands. Civil use of explosives refers to the use of gunpowder, dynamite, detonators, detonating cord, and other explosives by businesses and individuals. Businesses and individuals use these explosives for practical purposes. This permit does not apply to the transport of fireworks or explosives for mining. This permit is often required for shooting clubs, shooting schools, and shooting societies.
When is a permit required?
A transfer permit is required if:
- explosives for civilian use are transported within the Netherlands;
- The transport begins in a Dutch municipality:
- The transport ends in the municipality where the permit is being applied for.
Which municipality issues the permit?
The municipality where the transport ends decides on the permit application.
If the transport ends in the municipality of Leudal, the decision is made by the Mayor and Alderman the municipality of Leudal. The route specified in the permit application indicates whether the application was submitted to the correct municipality.
Who applies for the permit?
The permit is applied for by the recipient of the explosives.
The recipient is the permit holder.
Requirements
The permit holder must have a valid certification under the Explosives Act for Civil Use. This can be applied for via the police website at. A copy of this certification must be included with the application for a transfer permit.
Transportation
The transport of explosives is subject to the regulations governing hazardous materials.
Transport is carried out in accordance with:
- European Agreement concerning the International Carriage of Dangerous Goods by Road (ADR);
- Regulations on the Land Transport of Dangerous Goods (VLG)
The Human Environment and Transport Inspectorate (ILT) oversees compliance with these rules.
When does the municipal executive grant the permit?
The City Council will issue the permit if the legal Requirements met. In doing so, the municipality will verify whether:
- the application is complete;
- the municipality has jurisdiction (the transport ends in that municipality);
- the applicant holds a valid WECG certification;
- The transport complies with the regulations governing dangerous goods (ADR and VLG).

Processing of the application
The municipality checks whether:
- the application is complete;
- the municipality has jurisdiction (the transport ends in that municipality);
- the applicant holds a valid WECG certification;
- The transport complies with the regulations governing dangerous goods (ADR and VLG).
The application will be processed within 8 weeks, with a possible extension of 6 weeks.
Cost
A fee is charged for a transfer permit. The cost of processing the application is €121. This amount is set by law.
