New work-study program in the infrastructure sector

Leudal and seven other municipalities in Central Limburg, the Limburg Water Board, and Bouwend Nederland are launching a new initiative together. The goal is to help more people find employment in the infrastructure sector. On Wednesday, May 27, they signed a partnership agreement to this end: SROI Infra Midden Limburg.

The infrastructure sector has been facing a labor shortage for years. At the same time, there are many job seekers in the region who want to work but are having trouble finding a job. These include young people without a diploma, people looking to change jobs, and people who need extra support.

From obligation to a clear approach

When working on government contracts, companies are often required to contribute to society—for example, by helping people who have difficulty finding work. This is known as Social Return on Investment (SROI). The goal is a good one: helping more people find work. But in practice, it’s difficult to organize this effectively on a project-by-project basis.
With this new collaboration, as a pilot, the parties are making this simpler and more effective at the regional level. Instead of separate obligations for each project, municipalities, the water board, and companies are working together. This provides a clearer overview and allows them to help more people.

With this approach, we meet the needs of both job seekers and employers. By joining forces, we ensure that social return isn’t just a requirement on paper, but an approach that truly works for both participants and companies. In this way, we build opportunities together.

From talent to a permanent job in infrastructure

This unique partnership creates a safe learning and working environment. It helps participants find employment in the infrastructure sector. They learn the trade on the job and receive excellent guidance. In this way, they build their future step by step. Over the next two years, the partners will help at least 15 people find permanent jobs in infrastructure. A talent scout actively seeks out new talent and mentors the participants. The goal is to eventually expand this pilot into a permanent program in the region.

A unique partnership in the region

The municipalities of Cranendonck, Weert, Nederweert, Leudal, Roermond, Maasgouw, Echt-Susteren, and Roerdalen are participating. The Limburg Water Board is also participating. Representing the business community are BLM Wegenbouw, BESIX Infra, Bloem Infra, BAM, Heijmans, Ploegam, Den Ouden, Dura Vermeer, Van de Kreeke Wegenbouw, Mourik, KWS, Gebroeders Van der Lee, Kurvers, and Speesen Wegenbouw.
