New noise policy rules for Leudal

The existing local rules on noise are scattered across various policy areas, such as hospitality, the environment, etc. They are not well coordinated, which is one of the reasons why they are not always enforceable and are not adapted to the provisions of the Omgevingswet. The new policy rules will resolve this issue.

What is changing?

The Omgevingswet municipalities more responsibility to regulate noise locally. The new policy rules are largely the same as the current local rules. So not much will change. However, a few adjustments have been made. This is necessary due to new court rulings, the new VNG guide Activities and Environmental Zoning (2024), and the introduction of the Omgevingswet. The amendment brings all local rules on noise together in a single, clear document. The new policy rules also have a broader scope. For example, rules have been included for:

•  environmentally harmful activities (companies and institutions);
• building noise-sensitive functions, such as homes;
• the construction or modification of municipal roads;
• changes to the environmental plan in the areas of industrial estates, events and festivities, and areas for traditional shooting;
• Specific topics such as quiet areas, noise accumulation, and helicopter noise.

Better living environment

These changes will improve the quality of the living environment in terms of noise. In doing so, the municipality is aligning itself with the Leudal environmental vision, of course, in which improving the living environment is an important goal.

Involvement

The draft policy rules are now available for inspection. Residents and interested parties can submit their views during the coming period, starting on February 4, 2026, until six weeks after that date.
