Laying cables and pipes in public land

What is it?

If you want to lay cables and pipes underground in public areas, you must report this to the owner of the public area (municipality, province, rijksoverheid or water board).

With new construction or substantial rebuilding, take into account cabling and pipes (for telecommunications, gas, electricity or hazardous materials). You can request information about this from the Land Registry, via Klic-online.

You need an environmental permit to install overhead cables and pipes. Depending on the zoning plan, this may also apply to underground cables and pipes.

What to do.

You make your notification to the Land Registry. When doing so, please provide the following information:

  • a description of the work
  • a schedule of all work
  • the planned start date and duration of the work
  • the type of cable or pipe to be laid
  • The number of cables or pipes to be laid
  • data where the cable or pipeline will be laid (route)

In certain situations, reporting is not enough:

  • If you are placing new hazardous materials pipelines on a new route, ask that the environmental plan be modified.
  • If you are placing new hazardous materials pipelines on an existing route, apply for an environmental permit.
  • If you place cables or pipes above ground, you will need an environmental permit. You can apply for this through the Omgevingsloket.
