Leudal municipality launches environmental plan

This press release is a repeat of the message dated February 5. We would like to draw your attention to the following once again.

What is permitted on your property? What rules apply to your home, garden, or business? And what opportunities are there for sustainability or change? The municipality of Leudal is now making this clear to everyone with its environmental plan.

This is the first time that we as a municipality have worked in this way. And we are proud of that. Leudal is one of the first municipalities in Limburg to offer this in such an accessible way. As a small municipality, we are even leading the way: other municipalities are asking us to share our experiences.

Draft environmental plan, residential areas section available for inspection

On Tuesday, February 3, 2026, the Municipal Executive decided that the draft environmental plan for the residential areas sub-area would be made available for public inspection. This draft environmental plan will be available for inspection from Friday, February 6, 2026, through Thursday, March 19, 2026. During these six weeks, anyone can view the plan and respond to it. Submitting a response to the plan is called an opinion.

What is the environmental plan?

The environmental plan is a new instrument under the Omgevingswet. This plan contains all the rules governing the living environment. Previously, these rules were spread across multiple zoning plans and, for example, the General Regulation. The environmental plan replaces those old documents and combines them into a single document. The new environmental plan will not be completed all at once. We have until January 1, 2032, to complete the environmental plan. Once it is fully ready, everything will be clearly organized, digital, and viewable by location.

The Environmental Plan can be viewed digitally:

  • You can do this via the Omgevingsloket website .
  • Click on your own plot on the Map or search by address).
  • You can immediately see which rules apply to your plot.
  • You will also immediately discover what is possible at your location.

The plan is more comprehensive and simpler. That means less searching and faster clarity.

Who does the new environmental plan apply to?

We are filling in the new environmental plan area by area. We started with the "residential areas" sub-area. The new environmental plan has now been filled in for most of the 16 areas. This does not mean that everyone within the built-up area has automatically been included. We have not yet included sports fields, industrial estates, and agricultural locations. We have also not yet included a few homes on the outskirts of the center. Is your plot outside the current plan? Then you will be included in the next phase.

More space for living, doing business, and meeting people

This amendment to the environmental plan also incorporates rules from other policy documents, such as the "acceleration agenda for housing." This makes it easier, for example, to:

  • to divide dwellings
  • convert vacant buildings into housing
  • organize events
  • fill locations in central areas with new restaurants or shops

At the same time, we protect what is important to Leudal, such as streams, landscape features, and monuments.

Sustainable living? Often possible without a permit

Sustainability is important to us in Leudal. That is why the environmental plan includes additional permit-free options for making your home more sustainable. This can help residents take steps toward an energy-efficient home more quickly.

Leudal as an example for other municipalities

This environmental plan makes the rules clearer and more accessible for everyone. Residents and businesses can see for themselves what is possible on their property. This is in line with how we want to work in Leudal: openly, progressively, and in collaboration with our community.

Check your address, even if you are an entrepreneur

We invite all residents and entrepreneurs to view their address via the Omgevingsloket website.

This allows you to see whether your plot is properly organized and what opportunities there are. It may be that your plot is not yet visible. In that case, you do not need to do anything. Your location will follow later. Is something incorrect or do you disagree? Then you can submit a written response to the draft environmental plan. This is called an opinion. Opinions must be addressed to the Leudal Municipal Council, Postbus , 6093 ZG Heythuysen. 

To everyone who has not yet done so: Don't forget to do this before March 19! This will prevent inaccuracies and situations that will take time to resolve later on.
