The Municipality of Leudal and housing authorities take a step toward a future-proof mobile home policy
The municipality of Leudal, together with Wonen Limburg and Wonen Zuid, has signed a letter of intent regarding the potential transfer of mobile home sites. With this agreement, the parties have agreed to jointly investigate whether the ownership, management, and operation of sites and rental mobile homes can be transferred to the housing associations, effective January 1, 2027. This step is important for the future of mobile home residents in the municipality of Leudal.

Mobile home residents are a recognized target group within public housing. The proposed transfer of mobile home sites aligns with national legislation and policy, under which housing authorities are responsible for providing and managing social housing. This potential transfer will give mobile home residents access to suitable, affordable, and well-managed housing options. At the same time, the municipality will retain its role as a public authority, for example with regard to quality of life, public space, and regulations.
Working Together for Quality and Security
The letter of intent is a first step. Over the coming period, the parties will work together to determine whether the transfer is financially, legally, and technically feasible. Only then will a decision be made on whether to enter into a final agreement. Alderman den Teuling of the Municipality of Leudal:
With this memorandum of understanding, we are taking an important step toward ensuring a sustainable future for mobile home residents. We want everyone in our municipality to be able to live in comfortable and suitable housing. By collaborating with housing authorities, we ensure quality, clarity, and continuity.
Trusted partners for housing
Housing associations also see the value in this partnership. Rufa Lieben-van Kan, director of Wonen Limburg:
For Wonen Limburg, it is important that everyone can live in a way that suits their lifestyle and culture. With this potential transfer of trailer park sites, we are making room for both the trailer park culture and the families who have been rooted here for generations. Together with the municipality and residents, we are ensuring that this community also has a place where they feel at home.
Ramon Testroote, Director of Wonen Zuid:
We believe it is important for everyone to have a suitable place to live. Through this partnership, we can apply our knowledge and experience to trailer park sites, with a focus on the residents and their living arrangements.
What does this mean for residents?
For mobile home residents, this step primarily means that efforts are being made to create a stable and forward-looking situation. The goal is for mobile home sites and rental mobile homes to eventually be managed by housing authorities that specialize in housing. The current situation will not change at this time. Residents will be involved and kept informed about next steps. If the transfer proves feasible, a final agreement will follow.
