Apply Earlier for an Electrical Connection for Housing Projects
Due to the strain on the power grid, a new nationwide procedure for requesting transmission capacity has been in effect since July 1, 2026. Municipalities can now apply to grid operator Enexis in advance for an electricity connection and the necessary capacity on the power grid for residential construction projects. This program is intended for residential construction projects that will begin construction in 2027 or later and will be completed no later than 2036. The municipality of Leudal is therefore listing all known housing projects for the next 10 years at Map. We have already contacted the project initiators known to the municipality.
Do you think your housing development plan should be on this list, but the municipality isn’t aware of it yet? If so, please register your project by September 5, 2026, at the latest, by sending the information below to bouwplan@leudal.nl. If the municipality is already aware of your housing development plan and you’d like to request priority for a connection to the power grid, you have until September 10 to submit the information.

Prioritize Requests
Would you like your project to be given priority when you submit your application? If so, please include the following documents:
- a letter of intent, a cooperation agreement, an implementation agreement, a purchase agreement, a preliminary agreement, or a similar agreement that sets forth specific arrangements regarding the location, the housing development program, and the schedule;
- documents indicating the status of an amendment to the environmental plan or an environmental permit for a construction activity covered by the environmental plan;
- documents showing the status of the environmental permit;
- other project documentation demonstrating the project's feasibility.
Don't you have these documents?
If you do not yet have an agreement, an environmental plan (or amendment thereto), or an environmental permit, please include one or more of the following documents:
- a copy of the environmental plan that substantiates the housing need;
- performance agreements with housing authorities;
- grants awarded by the rijksoverheid;
- college or council resolutions, including attachments such as a memorandum of guiding principles, which demonstrate that:
- specific and binding agreements have been made regarding the housing needs to be met at a specific location;
- if necessary, an amendment to the environmental plan is provided for;
- it is reasonable to expect that the project will be completed, for example, based on agreements regarding the start of construction or completion.
Evaluation and Priority
We evaluate the projects we receive based on the information and supporting documents provided. Using the municipal policy guidelines titled “Early Application and Energy Considerations in Spatial Planning Decisions,” we determine the order in which projects are submitted to Enexis. These policy guidelines will be adopted shortly.
A spot on the municipal list or a potential priority status does not guarantee a connection or transmission capacity. This remains subject to the available capacity on the power grid and Enexis’s assessment.
Cost
The costs incurred by the municipality for submitting the application to the grid operator will be passed on to the project initiator. The exact amount is not yet known. Please expect costs of several hundred euros per application.
