Minutes

  1. Opening and Welcome

    • Everyone is welcomed by the chairperson.
    • For the first time, there is also a member of the public attending the meeting. She is also warmly welcomed. 
       
  2. Feedback on recommendations for soccer fields 

    • At its meeting on November 13, 2025, the Youth Council issued a recommendation regarding soccer fields. This recommendation was discussed on February 24, 2026, by the Mayor and Aldermen.
      Alderman Teuling explains the discussion of this recommendation. He notes that every recommendation from the Youth Council is discussed by the City Council, because it is important to listen to the Youth Council’s opinion. Once a recommendation has been discussed by the Executive Board, feedback will be provided to the Youth Council.

      The Alderman that the recommendation regarding the soccer fields relates to the play area policy, which was adopted by the City Council in 2024. 
      A plan has been drawn up for all villages in Leudal. In consultation with the villages, it will be determined what the play areas will look like. If these discussions reveal a need for a new soccer field, this will be included in the design. The municipal executive has therefore decided not to build a new soccer field at this time, but to include this in the discussions with the villages during the implementation of the play space policy. 
      The Alderman therefore Alderman the Youth Council for some patience regarding this planning in relation to their advice.

      Pien will inquire whether it is possible for the Youth Council to be invited to the session on play areas in the next village. The schedule for the play area policy will also be shared with the Youth Council.

      The Youth Council’s advice mentions camera surveillance to prevent vandalism and nuisance. The Alderman that the municipal executive is not eager to deploy cameras for this purpose. However, he advises the Youth Council to file a report in the BuitenBeter when they experience disturbances. Then, for example, a special investigating officer (BOA) or a youth worker can be deployed.

      The recommendation also addresses the maintenance of the current soccer fields. The Alderman that we will carry out maintenance on the soccer fields in the spring, filling in potholes and holes and reseeding bare patches.
      The recommendation mentions artificial turf. The Alderman that the policy contains no provisions regarding artificial turf, and that installing and maintaining artificial turf is very expensive. 
       
  3. Participation Policy

    • Alderman Teuling provided an explanation of the new participation policy being drafted for the municipality of Leudal. He asked the Youth Council how they would like to be involved in the new participation policy.
      The Youth Council indicated that they would appreciate it if the municipal executive provided feedback during a meeting after they have issued a recommendation.
       
    • The Youth Council also notes that there are a number of topics they would like to be involved in discussing, such as the redevelopment of Bergerweg, the new Ursula building, and the cultural subsidy program.
      The Alderman that they will determine when the Youth Council can contribute to the discussion on these topics.
       
    • The Alderman the Youth Council to pay particular attention to the interests of young people when they are asked to contribute their ideas on a matter.

    • Alderman Teuling is thanked for his involvement with the youth council.

  7. New items for this meeting

    • Due to a full agenda, it was decided that new items could be proposed under agenda item 11 for the next meeting. 
       
  8. Election of a new chair and vice chair

    • According to the Youth Council Regulations, the chair, vice-chair, and secretary are appointed by the Youth Council for a term of one year. After this term, new elections must be held. The chair and vice-chair may be re-elected once for a one-year term.

      Since the first one-year term has ended for the chair and vice-chair, elections are being held.

      The results of the elections show that Bram will remain chair and Jesse will remain vice-chair. 
       
  9. Publication of recommendations, agenda, and minutes

    • The Youth Council’s meetings are open to the public. The municipal executive and several council members have expressed interest in the Youth Council’s agenda, recommendations, and minutes. It has therefore been decided that these will also be made public. 
       
    • In addition, the Youth Council decides that the names of the Youth Council members may only be listed in the minutes by their first names.
       
    • From now on, the agenda will be sent to the members of the Youth Council two weeks before the meeting. They will then have one week to provide feedback before the agenda is posted online.
       
    • Minutes are not made public until they have been approved at a meeting of the youth council. 
       
  10. Recruiting new members

    • At the meeting on January 27, 2026, it was decided that the members of the youth council would distribute posters and flyers at various locations. During this meeting, it was decided who would put up posters and flyers at which locations.  
       
    • Pien will share the flyer with the youth council via email. 
       
  11. Create an annual calendar

    • Pien will find out when the Youth Council can discuss Sint Ursula and Bergerweg.
       
    • On May 19, someone will be speaking about the Pumptrack Initiative. 
       
    • Mark your calendar for July 28: update on mountain bike trails. 
       
  12. Approval of the minutes of the previous meeting

    • The minutes of the meeting held on January 27, 2026, are hereby approved. 
       
  13. Dates of upcoming meetings

    • Given everyone’s busy schedules, it was decided that, if necessary, one or two additional meetings will be scheduled. Pien will send a poll to the youth council regarding this.

    • When sending out the agenda, it would be helpful if the policy documents and a summary of them were included from now on. It would also be helpful to receive speakers’ questions in advance so that the Youth Council can consider them beforehand.
