100-Day Review
The Leudal Municipal Executive has now completed its first 100 days in office. This is a good time for a brief look back and a look ahead.

Roughly 100 days ago—on June 9, 2026, to be exact—the new Municipal Executive was sworn in. With the appointment of Aldermen Backus, Francot, and Mathijsen, the Municipal Executive now includes three new members. Alderman Graef and Mayor Schmalschläger were already members of the previous administration, and together they will govern the municipality alongside the city council in the coming years. Mayor Schmalschläger and the four aldermen were asked about their initial experiences.

“We govern together”
Mayor Désirée Schmalschläger
Mayor Schmalschläger, who has been Leudal’s mayor since September 2, 2019, and is currently serving her second term, has a wide range of responsibilities, just like her alderpeople. The mayor is responsible for the portfolios of Public Order and Safety, Fire Department, Disaster Response, Safety Region, and Communications. In addition, she serves as the coordinating portfolio holder for administrative cooperation and enforcement. As mayor, she chairs the meetings of the Municipal Executive and the City Council.
Throughout her career, the mayor has witnessed the start of a new municipal administration on several occasions.
In a new municipal executive, it’s important that everyone first gets settled and gets to know each other’s leadership styles. After all, governing is something we do together. Our municipal executive consists of two experienced and two new aldermen. From the perspective of both experience and new insights, this can complement each other nicely. Together, we’re going to make sure we form a strong team. Of course, something like that doesn’t happen on its own. We’re going to invest time and energy into it. Together, we’ll decide what kind of council we want to be. We’ll work on our challenges as a team, and I’ll always emphasize that principle.
Good personal relationships add value
That is why it is important for the aldermen to be familiar with each other’s portfolios. Politics is about making choices, and that can only work well when you take a holistic view of issues as a team. Good personal relationships add value in this regard and are important for bridging any differences of opinion. I look back on the past 100 days with great satisfaction. The support of our civil servants was especially valuable during this phase.
Noteworthy
When asked about notable events or encounters over the past hundred days, Mayor Schmalschläger mentioned, among other things, the serious accident in Heibloem, about which she was informed during her visit to the OLS in Melick. Fortunately, there have also been some highlights recently, such as the groundbreaking ceremony for the new joint fire station serving both Roggel and Heythuysen. She also found her meeting with Minister Heerma of the Interior and Kingdom Relations, held as part of the Regional Deal, to be extremely valuable.
The visit was a good opportunity to showcase what we in Central Limburg have to offer, but also to directly bring our concerns and opportunities to the forefront. After all, we are building a future-proof municipality, where we continue to invest in quality of life and collaboration. This is how we’re working together to make life in Leudal wonderful.

“Together, we can accomplish more”
Alderman Stan Backus
Since June 9, 2026, Stan Backus (Ronduit Open) has served as “ Alderman ” and deputy mayor of the municipality of Leudal. This means that, like his colleagues, he has been “in office” for 100 days, as the saying goes. The role of “ Alderman ” is far from new to Backus. Previously, the Heythuysen native had already served as “ Alderman ” of Leudal for six years. After four years (2022–2026) on the sidelines, he can now resume what he himself calls his “unfinished business.” In the current municipal executive, Backus is responsible for the portfolios of Finance, Sports, Facilities, Waste Management, Real Estate, Arts and Culture, Services, Operations, and Human Resources.
“It feels like the first hundred days have flown by,” Alderman Backus replies when asked. “The relationships and cooperation within the council are good. We may have different backgrounds, but our parties have more in common than differences. Together, we can accomplish more than we can alone.”
Hectic
As the party’s lead candidate, an exploratory committee member, and coalition negotiator, the run-up to the inauguration was a hectic time for me—and on top of that, I was teaching in secondary school right up until summer break. Things didn’t really calm down after the municipal council was sworn in. A long vacation—which educators look forward to—wasn’t in the cards for me this year. During that time, I partly filled in for our mayor. I also used that time to read up on and familiarize myself with the areas where I still needed to catch up. When I first became a “ Alderman ,” everything about the position was new to me. Now I know what’s expected of me, and that makes for a very different start.
It must remain affordable
Along with Waste Management and Arts and Culture, Finance is the biggest “newcomer” in Alderman Backus’s portfolio. He has therefore devoted a great deal of time to it in recent months.
I’m a lawyer by training and don’t have a specific background in accounting. With an eye toward the budget we had to prepare, I therefore devoted a great deal of energy to municipal finances. As the municipal executive, we want a stable budget in which revenues are balanced with expenditures. In pursuing all our goals, we will also explicitly take into account the tax burden on our residents. That wasn’t always the case in the past. “So be it—let’s scale back our ambitions a bit,” says the “ Alderman ”; after all, it all has to remain affordable.
5 million in tax relief
In the coalition agreement titled “Keep What Works and Improve What Needs Improving,” the residents of Leudal were promised 5 million euros in tax relief. Is this plan still on track after these first 100 days?
"Absolutely," says Alderman Backus with conviction. "We've had a budget surplus for several years in a row, and we're returning a portion of that to our residents. We agreed to that in our coalition agreement, and that's exactly what we're going to do!"
“This class is off to a flying start”

Alderman Michel Graef
Alderman Michel Graef (Samen Verder) is the only one of the four aldermen in the municipality of Leudal who was also a member of the previous municipal executive. He is therefore essentially starting over, with his portfolio remaining largely unchanged. However, since the new municipal executive took office, certain issues are no longer under his purview.
“It’s quite a shame,” notes Leudal’s youngest council Alderman . “I always enjoyed working on those issues. When I start something, I like to see it through to the end, but in politics that’s not always possible.” However, I’m also very satisfied with the policy areas of Economy and Public Space, which are new to me. I had to hear from someone else that we, as the municipal executive, have already been in office for a hundred days. I hadn’t realized that.
Power Grid in Good Order
In the first few months after taking office, I deliberately invested a lot of time in the topic of the economy. That is truly a priority for me. Leudal is home to an enormous variety of businesses, such as a bronze foundry, which I recently visited. I’ve made a point of visiting a number of businesses in Leudal recently to get to know them and gain a better understanding of what’s going on and how we can support these entrepreneurs by addressing the conditions that affect their operations. This includes reducing the regulatory burden, but also making room on the power grid. The latter, of course, is a very timely issue right now.
Sensitive Cases
Alderman Graef’s portfolio also includes sensitive issues such as the “ Zevenellen ” business park in Buggenum, the energy transition, and our municipality’s vast rural areas, where a proper balance must be struck between nature, recreation, and agriculture. When asked which issue currently has the highest priority for the “ Alderman ,” Graef replies without hesitation:
That covers everything related to electricity. In any case, we'll have to get our power grid in order.
Ambition in Abundance
Looking back on the first 100 days, Michel Graef says the council has gotten off to a flying start.
We have all made a strong start in implementing our coalition plan. The problems with the power grid, the municipal budget, the cost of waste management, the management of public spaces in Leudal, and, not to mention, the affordability of youth care are examples of complex issues that require a great deal of attention. In any case, this municipal executive has more than enough ambition to tackle them!

“From civil servant to council member and now Alderman”
Alderman Peter Francot
For Peter Francot (Ronduit Open), the municipality of Leudal holds few secrets. A native of Baexem, he worked there as a civil servant, served on the municipal council, and, as of June 9 of this year, has held the title of “ Alderman ” of Leudal. He views his personal connection to and knowledge of the municipality where he was born and raised as an asset in his new role. Alderman Over the next four years, Peter Francot will focus on issues such as village development, housing, traffic and transportation, and water management.
Although he is familiar with the inner workings of the municipality, Peter Francot has noticed that, as a member of the Municipal Executive, you view matters from a different perspective than you do as a civil servant or council member. Francot:
“The role of Alderman is new to me. In this position as a member of the executive board, you really do look at issues from a different perspective and with different responsibilities. Of course, I was aware of that, but now I’ve actually experienced it firsthand, and I don’t regret my decision to take on this new role—absolutely not,” he asserts firmly. “I’m really enjoying it!”
Francot is very pleased with the collaboration within the council during the first 100 days.
We’re getting to know each other better and better, giving each other the freedom we need, and helping each other whenever we can. We get along well, and as a faculty, we’re a team.
Housing construction improves the quality of life
Housing is one of the focus areas of the new Alderman:
"There needs to be significant construction in Leudal because there is a housing shortage," says Francot. In addition, this contributes to the quality of life in the town centers. Building according to demand will be a challenge. Can we, as a municipality, achieve what we want? Grid congestion, nitrogen-related issues, spraying zones, odor contours, and the number of homes the province has authorized us to build are factors that could thwart our plans. Hopefully, we’ll be given the time and leeway to carry out what’s necessary, and in particular, the problem of grid congestion will be resolved quickly and effectively. The challenges are significant, which is why we’ll be working hard on them in the coming period.
A train station in Leudal?
The coalition agreement signed by Ronduit Open and Samen Verder calls for attention to be given to a train station in our municipality. What can we expect from Alderman Francot in this regard?
We’re going to restart our lobbying efforts to make the station a reality. An additional station between Roermond and Weert would certainly be an asset to the entire region, according to Alderman Peter Francot, who looks back with satisfaction on his first 100 days as mayor of Leudal ( Alderman ).

“I have the most beautiful wallet of all”
Alderman Ilona Mathijsen
With the arrival of the new aldermen Ilona Mathijsen (Samen Verder) and Peter Francot (Ronduit Open), the Baexem community is represented on the Municipal Executive for the first time since the founding of the municipality of Leudal. Both aldermen from Baexem are energetic and enthusiastic and have begun their terms with full schedules.
"During these first 100 days, you’re faced with a lot of complex issues—and surprises, too," notes Ilona Mathijsen, Alderman , reflecting on her first three months as mayor of Leudal ( Alderman ). In the new municipal council, Mathijsen is responsible for the portfolios of Social Services, Education, Libraries, Health, and Prevention. "That makes mine the best portfolio of them all," she says with a laugh.
In her policy area, Social Services, quite a few statutory municipal responsibilities are organized in consultation with other municipalities in the region.
I hadn’t expected that. That’s why I have two to three weekly meetings with aldermen from neighboring municipalities to discuss this matter. Together, we act as the contracting authority for care providers in the areas of youth services, supported housing, and the Social Support Act (Wmo). I find this collaboration with the neighboring municipalities to be very positive. Furthermore, as a new Alderman , it’s also enjoyable and educational for me to exchange ideas with fellow aldermen who oversee the same portfolio.
A warm bath
A recent first meeting with the joint village councils of Leudal also made a very positive impression on the “ Alderman .” She describes the village councils’ involvement in the community as nothing short of heartwarming.
The village councils are generally quite active. They organize many events and are wholeheartedly committed to bringing people in their villages together. I was very pleasantly surprised. They truly serve as the lubricant of society.
In addition to meeting with the village councils, the newly appointed Alderman has also, during her first 100 days, gotten to know many of the agencies she deals with professionally.
Over the past few weeks, I’ve had the pleasure of meeting many dedicated and enthusiastic people—for example, during my visit to the MensOntwikkelbedrijf and when I met the executive director of the Bibliocenter and the board of the Jozefhuis. As the new “ Alderman ,” I’m also very grateful for the indispensable administrative support. It all feels like a warm welcome. In short, my start as “ Alderman ” feels great!
